Health Fair Hosted by Mexican Consulate Dec. 8


The Mexican Consulate will open its doors to the public on December 8, 2012 from 9 a.m. to 2 p.m. at 3151 West Fifth Street in Oxnard. 

About 400 people are expected to attend, and all health care agencies, clinics, hospitals, community organizations, banks, credit unions are invited to provide information about their services, programs and activities. 

As an added bonus, this Saturday, the Consulate will also offer a free health fair.  Officials from the state governments of Jalisco, Michoacán, Oaxaca, Colima, Durango, DF, Zacatecas, Guerrero and Puebla, based in Los Angeles, will have information on procedures for obtaining birth certificates, school records, divorce decrees, provided in small groups and in one-on-one consultations.

Gov. Brown Appoints Gilbert Romero to VCSC









This just in... Gilbert Romero, member of the Mexican American Bar Association and Board Member of the Education Foundation of the VC MABA, Inc. has just been appointed by Governor Brown to fill a Ventura County judicial vacancy.

This is not only great news for Gilbert but also great news for MABA, our community and the Ventura County Bar Association's Diversity Bar Alliance who has been working extremely hard to increase diversity on the bench.
We are extremely pleased with the Governor's decision and believe that our efforts to increase awareness of the need of diversity on the bench are starting to give fruit. We have a lot more work to do as we continue with our efforts to increase diversity on the bench, but this is one step in the right direction.

Congratulations to Gilbert and the Romero family!

Ventura County Diversity Bar Alliance Introduced in Ventura County Star Blog


Jill Friedman, Esq., President of the WLVC, and member of VCMABA, was interviewed by Ventura County Star about the VCDBA and their meeting last week with Mr. Josh Groban, Gov. Jerry Brown's advisor for Policy and Appointments .  

Friedman explained that the "meeting was a result of our written request to the Governor earlier this year."

Diversity Bar Alliance was formed in January, and its mission is for the advancement and empowerment of women, people of color, and those historically underrepresented and disenfranchised in the legal profession, through education and advocacy in order to promote equal justice for our community and achieve excellence and diversity in our legal profession.

Deferred Action: Volunteer Training @ El Concilio

Deferred Action is a type of administrative relief that may be granted by the Department of Homeland Security, which allows a non-U.S. citizen to temporarily remain in the United States and apply for employment authorization.

Public Notice: Ventura County Superior Court Closures Nov 21 and Dec 24, 26, 27, 28 and 31 2012


The majority of the courtrooms and all of the clerk’s offices will be closed on November 21, 2012, December 24, 26, 27, 28 and 31, 2012 to mitigate the impact of employee furlough days on court operations.

These days are not court holidays, so statutory deadlines will not be extended.
However, drop boxes are currently provided outside each clerical office for filing papers or submitting payments. Documents placed in the boxes by 5:00 p.m. are deemed deposited for filing that same business day.

For the 2012-13 fiscal year, the Governor and Legislature have approved a reduction of $540 million, which is in addition to the $652 million, in ongoing budget cuts to the judicial branch that have been in place since 2008. For fiscal year 2012-13, the Ventura Superior Court budget has a structural deficit of $7.2 million remaining after cutting $6 million from its budget through layoffs of 20 court staff, the early separation of 16 court staff, the elimination of 44 vacant positions, reduction of services at the East County Courthouse, and reduction of expenditures for services and supplies.

Ventura Superior Court Elects Presiding & Assistant Presiding Judges for 2013-2014

On September 12, 2012, the Judges of the Ventura Superior Court unanimously elected Judge Brian J. Back as Presiding Judge and Judge Donald D. Coleman as Assistant Presiding Judge for 2013 and 2014. The new term for both begins January 1, 2013.


Judge Back was appointed to the Ventura Municipal Court by Governor Pete Wilson in 1997 and elevated to the Superior Court in 1998 by court unification. He has been a judge for 14 years. He has served as the Superior Court Assistant Presiding Judge since January 2011.

Judge Back is currently assigned to the criminal division. Previous assignments have included juvenile delinquency, family law, guardianship, domestic violence, and adult mental health courts. Judge Back has presided over specialized juvenile drug and mental health calendars and served on numerous professional and community boards and commissions. In 2003, he was named Judge of the Year by the Ventura County Trial Lawyers Association.

Prior to his appointment to the bench, Judge Back was an attorney with Arnold, Back, Mathews, Wojkowski & Zirbel from 1990 to 1997, Arnold & Back from 1989 to 1990, and Nordman, Cormany, Hair & Compton from 1977 to 1989. His area of specialization was civil litigation and business law.

Save the East County Courthouse! Attend the Oxnard City Council Meeting on Sept 25th


On September 25th, 2012 at 7:00 p.m. October 2, 2012 (Please Note Change of Date) there will be an Oxnard City Council Meeting to discuss the closing of the East County Courthouse and a request to the City of Oxnard for funding to keep the Court open. City of Camarillo has committed to providing funds for the courthouse along with Ventura and all of the cities in East County.

Members of MABA, VCTLA, VCBA, VCDBA will be present and we are looking for community support.  Attendance by individuals who live and/or practice in the area of Oxnard who can support of the request and know why the need for the East County courthouse is important, should inform their neighbors.

Effective June 25, 2012, official court reporters will no longer be available for:

  • All Civil matters, except for settlements placed on the record, and hearings involving Asset Forfeiture, Harassment, Elder/Dependent Adult Abuse, Workplace Violence or Private Postsecondary School Violence.
  • All Family Law matters, except settlements placed on the record, Orders to Show Cause, Restraining Orders, Ex Partes, and those hearings involving Domestic Violence, Contempt or the Department of Child Support Services.
  • All matters set in Probate Courtroom J6 on Monday (all day), Tuesday (p.m.), Wednesday (p.m.), Thursday (p.m.) and Friday (all day).   [Reporters will be scheduled Tuesday (a.m.), Wednesday (a.m.) and Thursday (a.m.), only.  Please contact the Probate Clerk's Office at (805) 981-5710 if you have any questions about court reporter availability in Courtroom J6.]


Court reporters will continue to be provided for all other matters not identified above, including felony trials and hearings, and all proceedings under the Lanterman-Petris-Short Act and all juvenile calendars, except for cases filed under Welfare and Institution section 601.  See Local Rule 18.00(c).

Calendars will be posted outside the Civil, Family Law, and Probate courtrooms indicating court reporter availability.

For hearings beginning on June 25, 2012, parties may arrange for privately retained certified court reporters to serve as an official reporter pro tempore where the Court will no longer be providing an official reporter.

The Approved Official Reporter Pro Tempore list, containing the names and contact information of court reporters who have been pre-approved by the Court, will be available on the Court's website. A reporter selected from the Approved Official Reporter Pro Tempore list may report a hearing without the need for a stipulation by the parties or order of the Court.

Parties that arrange for the appointment of a court reporter who is not on the Approved Official Reporter Pro Tempore list must do so by completion of the Stipulation to Appointment of Official Reporter Pro Tempore form.  The court reporter must complete the Agreement and Order re Appointment of Official Reporter Pro Tempore and be appointed by the Court.  See Government Code §70044.

Public Notice: VCSC No Longer Accepts E-Filing

Superior Court of California Ventura County has announced that effective August 1, 2012, it will discontinue use of E-Filing.com as its approved third party electronic filing service provider. Beginning August 1, 2012, the court will no longer accept electronic transmissions from E-Filing.com and/or Image X Enterprises on behalf of third party litigants.

Save the East County Courthouse!


As you may have read recently in the VC Star, the Ventura County Bar Association has been working closely with our local Superior Court (Presiding Judge O’Neill, Court Exec. Officer Mike Planet) and local officials (Supervisor Peter Foy, Simi Valley Mayor Bob Huber, former Simi City Manager Mike Sedell) to try to save the East County Courthouse (in Simi) from being closed completely. 

The proposal is for all the major cities in Ventura County to make a financial contribution for a temporary 2-year period to maintain limited services at the East County Courthouse – namely, one Commissioner sitting 2 days per week to handle small claims, traffic, unlawful detainer, criminal arraignment and restraining order matters.  (Annually, $275,000 is needed to maintain these services at the East County Courthouse.) 

If this courthouse is closed and the 17,000 cases (annually) are then transferred to Ventura, people can expect delays in access to justice caused by a backlog of cases, resulting in longer wait times for hearings, lines at the filing window in Ventura, traffic on the already congested 101 freeway between Thousand Oaks and Ventura, and parking problems at the Ventura courthouse. 

The contribution amount being requested of each city is based upon their population and the relative impact caused by the court’s closure.  Several cities as well as the County have already approved this proposal.  We are now waiting for a few key cities such as Thousand Oaks to get onboard.  The breakdown is as follows:

City of Simi Valley                   $75,000
City of Thousand Oaks           $65,000
City of Ventura                        $15,000
County of Ventura                   $50,000

However, it looks like we will be fighting an uphill battle given that the recommendation is to NOT provide the funding requested.

Save the East County Courthouse! (T.O. City Council Meeting July 17)

WLVC Mary Sullivan Scholarship Application


The WLVC Mary Sullivan Scholarship is an award (minimum $500.00) given to a law student or recent law school graduate who represents the ideals and values of Mary Sullivan, a Ventura lawyer and long-time member of WLVC, who passed away in 2009.  Mary exemplified the best qualities of an attorney, handling her cases with compassion and dignity.  Her practice initially was in family law and then representing parents in dependency court proceedings. She also devoted a considerable amount of time to representing individuals on a pro bono basis.

     Award Criteria:
  • Law Student or Recent Law School Graduate (Within the last 2 Years)
  • Resident of Ventura County or Attending Law School in Ventura County
  • Commitment to Public Interest Work & Advancing the Interests of Women & Children

Ventura County Democratic Party - 2012 Jack O'Connell Scholarship

In 2008 the Ventura County Democratic Central Committee officially recognized the Hon. Jack O'Connell's lifetime commitment to education in Ventura County and the state of California by awarding a $1,000 scholarship in the fields of Public Service or Education. The 2012 scholarship will be presented at the Ventura County Democratic Party Spring Fling to be held on Saturday, May 26 at Conejo Creek North Park in Thousand Oaks.  Applicants must be a registered Democrat, a graduate of a Ventura County High School with plans to attend a California public college or university this fall.  Specific qualifications are listed on the form, which is available for download at www.venturacountydemocrats.com.

Applications must be postmarked by Friday, April 27 to be eligible for consideration. After growing up in Oxnard, graduating from Oxnard High School, receiving his B.A. degree from California State University Fullerton (CSUF) and his secondary teaching credential from CSU Long Beach, Jack O’Connell returned to teach government classes at Oxnard High School. His political career began with his election to the Santa Barbara County School Board. Starting in 1982, Jack served six terms in the California State Assembly and was Speaker pro tem. He then was elected to two terms in the State Senate. He was elected as State Superintendent of Public Instruction in 2002 and overwhelmingly reelected in 2006. In 2007 he was inducted into the Ventura County Educators Hall of Fame. He termed out in 2010. In April 2011 Jack became Chief Education Officer for a professional services company that provides consulting, services and legislative advocacy for school districts. Jack O’Connell is a role model for his commitment to education as a teacher, legislator, and the State Superintendent of Public Instruction.
